March 8, 2010/11:30PM Sanggunian Panlungsod-- Sa priviledged speech ni Coun.Christian Niño S. Lajara ay isinawalat niya ang ulat ng Commission on Audit (COA) hinggil sa mga iregularidad sa accounting system ng local government ng Calamba.  Inilatag ni Lajara ang mga puntos sa ulat na ito na kinakailangang bigyan ng pansin at ipaalam sa taong bayan.  Nanawagan din ang konsehal para sa karapatdapat na aksyon partikular sa City Accountant na si Gng.Carmina Espiridion, na siyang pangunahing sinisiyasat sa nasabing COA Report.  Ang sumusunod na bahagi ay ang talumpati ni Konsehal Lajara:

 

"Maraming salamat po  sa ating Presiding Officer, kagalang galang  Pansamantalang taga Pangulo Kgg. Dennis Lanzanas , sa aking mga kasamahan sa Sangguniang Panlungsod at sa lahat ng aking mga kababayang Calambeño na nandidito sa bulwagan ito. Magandang tanghali po  sa inyong lahat.

Ilang lingo ko na pong pinag iisipan kung nararapat ba akong mag salita at magpahayag ng aking obserbasyon na may kaugnayan sa tamang pag gastos at pagsasaayos ng kaban ng ating Bayan at ang mga ari-arian ng taong Bayan. Maaaring pag dudahan ang intension, maaari din namang sabihin na  ako’y namumulitika, ngunit sa tuwing aking binubuksan ang aking computer at pupunta ako sa website ng COA at aking babasahin at susuriin ang 51 pahina na Annual Audit Report ng COA noong 2008 sa Lungsod ng Calamba ay hindi ko matiis na dapat kong ipaalam at ipamahagi ito sa mga di pa nakakaalam at nakakakita ng 51 pahina na Annual Report ng COA Calamba.Ang mga tanong na dapat ay na nanatili sa usaping ito una, sa panahon ng eleksyon maituturing bang mahalaga na maisiwalat sa taong bayan ang report na galing sa COA?, pangalwa, Magsisilbi bang batayan ng botante ang report ng COA sa pagpili ng kandidato?

Isang buwan ng mahigit mula ngayon ng makatanggap ako ng kopya buhat sa Sangguniang Panlungsod, ng isang liham buhat sa tanggapan ni State Auditor Rebecca Ciriaco, City Auditor ng Calamba, isang liham na tumutukoy sa Annual Audit Report ng City of Calamba para sa taong 2008. Niloloob ng liham ng ating city Auditor ay kung may  nagawa na bang aksyon upang isaayos ang mga kakulangan at pagkakamali ng pag account ng salapi at kaban ng bayan ng Calamba noong 2008 na batay sa kanilang obserbasyon at reccomendationsa auditor’s report ay may mga pag labag.

Ng mabasa ko ang liham na ito ay napaisip po ako kung bakit hanggang ngayon isang taon na nakakaraan ay hindi pa makapagpaliwanag ang aitng mga department head lalo na ang ating City Accountant sa katauhan ni Carmnia Espiridion na siyang namamahala sa accounting ng salapi at kaban ng bayan ng ating lungsod.

Sabihin mang madumi ang aking utak subalit bakit hanggang ngayon ay hindi nila maipaliwanag at mabalanse ang mga pagkakamali nila sa pag sasaayos ng salapi ng Calamba.

Mr. Presiding Officer, mga kasamahan ko sa  Sangguniang Panlungsod at sa mga kababayan ko na nandito sa bulwagan ito pahintulutan niyo po akong maibahagi ang lima sa labing apat na obserbasyon na aking nakita sa annual audit report ng COA:

Una, Ang balance sa cash-in Bank, Local currency savings was unreliable due to reconciling items which had accumulated over the years and the unidentified reconciling items which showed a remarkable discrepancy between the balance recorded per book and the balance per bank as of December 31, 2008 amounting to P 110,683,007.46. Hence, the reliability and accuracy of the cash in bank accounts in the financial statements remained doubtful.

Sinasabi ng COA audit report na as of December 31, 2008 may discrepancy na nagkakahalaga ng P110,683,007.46 sa balance cash in bank sa local savings account sa kadahilanan unreliable ito dahil hindi magkakatugma ang account na naka record sa libro sa actual na balance sa bangko, sinabi pa ng COA report na kahinahinala at di tama ang ating cash in bank accounts.

Pangalwa, Accounts payable amounting to P116,765,778.58 and P 36,248,555.89 under the general and special education funds, respectively wereof doubtful validity as these were not supported with valid claims as provided under section 04 (s) of the manual on NGAS volume 1 and section 157 of the government accounting and auditing manual. As such the total balance of accounts payable amounting P317,447,088.51 is overstated by P153,014,344.47.

Sinasabi sa COA audit report na meron daw tayong bayarin na nagkakahalaga P116,765,778.58 na nagmumula sa general fund at P 36,248,555.89 na nagmumula sa special education fund na hindi alam kung sino ang pagbabayaran. Nakalagay din mismo sa COA report na inamin ng mga accounting staff at ng ating mismong accountant na si Carmnia Espiridion na may mga bayarin nga na hindi alam ang pag babayaran, nakakabahala Mr. Presiding Officer magbabayad tayo ng P153,014,344.47 sa hindi malinaw kung sino ang pagbabayaran. COA ang may sabi niyan hindi po ako.

Pangatlo, Ang cash advances for travels, trainings and seminars of P2,082,231.50 were directly debited to expense account contrary to section 47 of new government accounting system, hence proper accounting of cash advances could not be ascertained.

Sinasabi po dito na yung mga cash advances at reimbursement for travel, trainings and seminars ng mga opisyales at kawani ng ating pamahalaang Panlungsod ay hindi suportado ng mga kaukulang dokumento. Makikita sa particular na annex ng obserbasyon ito na may pinakamalaking gastos sa cash advances at reimbursement ng travel, trainings and seminars ay ang ating kasamahan dito sa Sanggunian na  si konsehala Dyan Espiridion.

Ikaapat,  sinasabi ng COA audit report na various expenditures were charged to special education fund contrary to Sec. 1 of RA 5447 and DBM-DILG joint circular No. 01, on the utilization on the funds, thereby depriving the implementation of priority projects.

Hindi ko na naman maiwasang mag isip ng masama sapagkat sa mga obserbasyon ng COA ay palaging nababanggit ang Educational Fund, mukhang bugbog na bugbog na ang pondo sa edukasyon dito sa ating Lungsod. Hindi natin alam kung napupunta ba sa tama ang pondo ng edukasyon. Dapat ang mga batang Calambeño na  pag-asa ng bayan ang dapat na mabiyayaan nito. Mr. Presiding officer, mga kasamahan ko sa  Sangguniang panlungsod noong nakaraang October 2009, sa tulong ng ating mga kaibigang dalubhasa at professor  ng  Ekonamiya buhat sa Ateneo at U.P graduate school, ay nagconduct sila ng isang overview patungkol sa kasalukuyang economic condition ng ating bansa, kasama sa maikling presentation ay nasaksihan ng ibat ibang departamento ng City Government of Calamba. Ng ipinakita ni Professor Alinsunurin ng Ateneo Graduate School ang Graph ng pinakamalaki at pinakamataas na budget allocation ng Education sa buong Region 4-A ay lumabas na Number 1 at may pinakamalaking budget allocation ay ang City of Calamba, nagpalakpakan at natuwa ang mga empleyado, subalit ng lumabas at pinakita ang sumunod na graph kung saan ipinakita ang siyudad at lalawigan sa Region 4-A na nakakuha ng mataas na porsyento ng pumasa sa aptitude exam na  na ibinibigay sa elementarya panghuli at pang kulelat ang siyudad ng Calamba, nawala ang palakpakan tumahimik ang lahat.Malaki ang budget allocation ngunit maliit ang output nito.

Mr. Presiding officer mukhang nagkakatugma ang pag aaral ng Ateneo at U.P sa obserbasyon ng COA na nagsasabing mali at hindi tama ang pag gastos sa educational fund ng ating siyudad. Maaaring hindi talaga sa edukasyon napupunta ang pondo. Kawawa ang mga kabataan sa Lungsod ng Calamba. Hindi rin po ako ang nagsasabi niyan makikita niyo po lahat yan sa 51 pahina na COA audit report.

Councilor Dyan Esperidion, redeem yourself kung aking maaalala ikaw ang Chairman ng Educ noong 2008, still you failed to see the weakness and problem of Education in our City. I dare you Councilor Dyan Esperidion to accompany me in filing a case against the accounting department.

Panglimang obserbasyon, pang labing tatlo sa COA report, The City Government failed to regularly remit the 30 % share of the 54 baranggays on the basic Real Property Tax (RPT), including interest thereon contrary  with section 271 b and d of RA 7160, thus depriving the baranggays for the timely use of funds to sustain their operation.

Sa obserbasyon ito ng COA mukhang may kinalaman ito sa mga kwentong naririnig ko sa mga kapitan na baranggay na para bang sila’y nagpapalimos sa accounting office kapag sila ay nagpa follow up ng kanilang share sa Real Property Tax.

The City Government failed to regularly remit the 30% share of the 54 barangays according to COA report. Ag mga tanong ko pa ay:

  1. Sina- sadya ba ng City Accountant na ma-delay ang release ng share ng Barangay sa kanilang Real Property Tax.
  2. Kung ito ay sinasadya para saan po to?
  3. May kinalaman ba ito sa Politika?

Mr. Presiding Officer pinaparating ko po sa ating City Accountant sa usapin ng delikadesa, upang di mapahiya ang buong City Government at ang ating City Mayor, marapat na siya ay mag leave o mag resign na sa laki ng kahihiyaan na kanyang ginawa.kung di po siya mag reresign as a Councilor of this City , mapipilitan po akong iakyat ito sa Ombudsman sa darating na March 11, 2010 ang problemang ito.

Calambeño Nanawagan Ng Agarang Pagtatalaga Ng Hepe Ng Tourism at CSSYDO

Bunga ng mga pangambang maging paralisado ang operasyon at negosasyon sa Budget deliberation ng City Tourism Office na pinamumunuan ni Doc Lazaga at City Social Services and Youth Development Office ni Doc Vergara na mga pumalaot sa pulitika ay nanawagan ang mga mamamayang Calambenyo na umaasa sa serbisyo ng mga nasabing ahensya ang agarang pagtatalaga ng magiging tagapamahala o hepe sa pamahalaang panlungsod sa punong ehekutibo Kagalang-galang Joaquin Chipeco Jr.

 Ayon pa sa ilang nakapanayam, ang agarang pagtatalaga ay magiging malaking tulong upang hindi maputol ang serbisyo publiko at upang maiwasan ang turuan at mananagutan at maging kapaki-pakinabang ang mga nasabing departamento.

 Ayon pa kay Konsehal Christian Niño S. Lajara, kailangang bigyang prayoridad ang usapin dahil magkakaroon ng malaking problema at baka abutan pa ng election ban sa darating na Marso 2010. Sumang-ayon naman ang mayoryang konsehal na kailangang may italagang kinatawan sa nasabing departamento na siyang may awtoridad makipag-usap at magdepensa ng kanilang budget proposal.

 Sa ngayon ay hindi pa tuwirang bumababa sa posisyona ng mga hepe sang-ayon na rin sa Supreme Court decision kamakailan na hindi awtomatikong resigned ang mga nasa posisyon na tatakbo sa darating na halalan ng 2010.

Calamba City is a first class city in the province of Laguna, Philippines. Situated only 54 kilometers south of Manila, about an hour by chartered bus, Calamba City is a popular tourist destination with its hot spring resorts, most of which are located in Barangay Pansol, and the Canlubang Golf and Country Club, site of many Philippine Opens.Calamba is also an important modern industrial center in the CALABARZON region as shown by the large number of industrial parks and business estates that are located in the city. According to the 2007 census, it has a population of 360,281 inhabitants (281,146 people in 58,466 households in 2000 census). Calamba City is also the birthplace of José Rizal, the country's national hero.

The name of the city comes from a legend that during the early time of the Spanish period in the country, two "guardias civil" or soldiers were lost and passing through what is now Calamba. The soldiers met a young lady who came from a river carrying a jar of water and a wooden stove. The soldiers unwittingly in Spanish language and in authoritative tone, to conceal the fact that they were lost, asked the local maiden the name of the place they were in. The lady, who speaks only her native language, naturally thought she was being interrogated about what she was carrying and nervously uttered "kalan-banga", meaning "clay stove" (kalan) and "water jar" (banga). Because the Spaniards could not pronounce it properly, the town has been called Calamba supposedly since then. This legend is immortalized with a large concrete water jar erected in the city plaza with the names of the city's barangays written on its surface. It is considered the World's Biggest "Claypot". This same jar is also found in the city's seal. The plaza was proposed by Dr. Agapito Alzona, then the town councilor to utilize the waste area where the old town market relocated from. The resolution was approved by the then town mayor Roman Lazaro and added additional P5,000 for the fence to the original P15,000 construction cost. It was completed in 1939. Before it became a separate town, Calamba was then a part of Tabuco, now known as Cabuyao. Calamba became an independent pueblo on August 28, 1742. During the Japanese occupation in World War II, the city was the theater of a massacre during which the Imperial Japanese Army killed at least 2,000 civilians. With the passage of Republic Act No. 9024 on April 7, 2001 and the approval of the residents in a plebiscite on April 21, Calamba was promoted from a municipality into Laguna's second component city after San Pablo. A proclaimed city dated April 7, 2001, Calamba is identified as a major growth center and is extremely well positioned to be such. Its highly strategic location, being in a major crossroad in the Region, augurs well for the development of regional facilities. Current and proposed projects, as identified in several government and private sector plans, further strengthen the municipality’s position as major hub in governance, manufacturing, trading, and transshipment. Its sub-urbanization is also well entrenched being the proposed site of major residential community projects and well-established learning institutions. On October 28, 2003, effected on the Executive Order 246, Calamba City was designated as the regional center of Region IV-A (Calabarzon). Calamba boasts no less than five national heroes: Dr. Jose Rizal, General Paciano Rizal, Teodora Alonzo, General Vicente Lim, and Lt. Geronimo Aclan.

Calamba SealCalamba City has a golden edge etched at the upper half with the words Lungsod ng Calamba depicting Calamba City as a Philippine component city. Laguna at the bottom part means that Calamba City is still part of Laguna province. The year 1742 mentions the year when Calamba was founded and seceded from the town of Cabuyao, while 2001 was identified as the year of Calamba's cityhood. The inner part of the seal shows a golden jar with the face of Dr. Jose Rizal, the city's prominent figure and the national hero. Beneath the jar was Mt. Makiling, a dominant land form in the city that can be seen anywhere in Calamba. At the left part of Makiling as depicted shows palm trees symbolizing nature, while at right shows buildings symbolizing Calamba City's rapid modernization, urbanization, and industrialization. With both signs located beside each other, it shows everyone that nature and progress can efficiently coexist in Calamba City. Lastly, the water beneath Mt. Makiling shows that Calamba City touches a body of water notably Laguna de Bay, the largest lake in the country, and that's why Calamba City is also known as the City by the Lake.

Calamba lies at the northern slopes of Mount Makiling, a dormant volcano. The southern terminus of the South Luzon Expressway is in Calamba and this geographic position makes the city a gateway to the southern provinces of Luzon. The highway at the end of the South Luzon Expressway leads east to the other towns of Laguna and south towards the provinces of Batangas and Quezon. Calamba City is bordered by Cabuyao to the north, Los Baños to the east, by the province of Batangas to the south, specifically the municipalities of Santo Tomas and Talisay, and by the province of Cavite to the west, with Tagaytay City and Silang. Laguna de Bay the country's largest lake, forms the city's northwest border. The provincial capital, Santa Cruz, is located 45 kilometers by road to the east. At around 144 km2 in land area, Calamba City is the 2nd largest city in Laguna province in terms of land area after San Pablo City.

Calamba City, as the regional center of Region IV-A or Calabarzon, has different roads that course through the city and can take anyone to different locations in the region. There are many roads and highways in Calamba City that still continue to be developed. Such examples are:

  • SLEX or South Luzon Expressway - Calamba City has five interchanges and three overpasses that cross or branch from the SLEX. Going southward from Metro Manila, the hierarchy of the said interchanges and overpasses are: Silangan Interchange or Exit 45 which takes you to Canlubang and Mapagong; Mapagong Overpass which crosses the area of SLEX close to the Calamba Tollway; Canlubang-Mayapa Interchange or Exit 47 that takes you to the National Highway in Parian and adjacent barangays Mayapa, Canlubang, and Paciano Rizal; Batino Overpass which crosses Batino; Batino Exit or Exit 49 wherein anyone can go to cities of Tagaytay and Tanauan and neighboring barangays Barandal, Batino, Prinza, Turbina, Lawa, Punta, and Bubuyan; Batangas Exit or Exit 50 in which motorists can go to Batangas, Quezon province, and Bicol region; and Calamba Interchange or Exit 50-A wherein motorists can access the National Highway to go to eastern towns and cities of Laguna province such as Los Baños, Bay, San Pablo City, Santa Cruz, Pagsanjan, and Siniloan. A proposal for SLEX expansion that can connect it to STAR Tollway in Batangas has been made possible and so SLEX has been recently expanded to connect it to Sto. Tomas, Batangas.
  • Maharlika Highway - you access this road if you enter Exit 50 or Batangas Exit. It passes through barangays Turbina, Tulo, and Makiling in Laguna, and continues through Batangas and ends at Lipa City. Along Maharlika Highway are numerous factories, warehouses, and other industrial sites that can be found in Calamba City, Laguna, and Sto. Tomas, Batangas.
  • Old National Highway - it starts from Metro Manila and ends at Pagsanjan, Laguna. The construction of the SLEX loosened the traffic along the National Highway. Its jurisdiction in Calamba City starts at barangay Banlic and ends at barangay Bagong Kalsada. Recently, the National Highway underwent renovations and reconstructions to improve the driving quality.
  • Chipeco Avenue and Extension - it starts at Padre Burgos Avenue in Barangay III, Calamba City and ends along the railroad tracks at barangay Real. It courses through barangays III, Lecheria, Halang, and Real, thus it crosses the National Highway. Calamba City Hall and Department of Education Building are located adjacent to Chipeco Avenue Extension.

Calamba City has various forms of transportation, such as buses, jeepneys, cars, boats, and trains (this was still unconfirmed). However, jeepneys comprise the majority of Calamba's transport. Jeepneys and buses open Calamba City to nearby and distant towns. The following comprise the jeepney routes throughout Laguna and Batangas provinces:

  • Calamba - Sta. Cruz
  • Calamba - UP Los Baños (or UP College; this route can also access the nearby town of Bay)
  • Calamba - San Pablo via Calauan
  • Calamba - Pagsanjan
  • Calamba - Biñan (it includes the route to LIIP)
  • Calamba - GMA - Carmona
  • Calamba - Pacita Complex - San Pedro (via Carmona exit)
  • Calamba - Balibago - Santa Rosa (also accesses Brgy. Turbina)
  • Calamba - Canlubang
  • Calamba - Siranglupa (this is the newest route)
  • Calamba - Alabang
  • Calmaba - Tanauan
  • Calamba - Tanauan - Lipa (this route also accesses the towns of Santo Tomas and Malvar) 
Jeepneys bound for San Pedro or Biñan also pass through the town of Cabuyao and Sta. Rosa City. Jeepneys bound for GMA and Carmona pass through SLEX. The jeepneys are mostly parked in terminal stations, almost all located at Barangay Real, such as Calamba Central Terminal run by the KMPC (Kalayaan Multi-Purpose Cooperative) and a station just beside Walter Mart and in front of the Calamba Wet and Dry Market. There are some local jeeps that access the western barangays, and there is a station in Lawa Road adjacent to Liana's Discount City. There are also FX's and vans that are bound for farther towns, such as Balayan and Lemery in Batangas, and Dasmariñas and Tejero in Cavite. Buses are also used as a major source of transportation, with bus companies such as Calamba Megatrans, Inc., HM Liner, Inc., Saint Rose (including Giomabicon Transit), and HM Transport, Inc., which actually originated from Sta. Cruz, Laguna. Few of the Calamba-based buses are air-conditioned, except HM Transport buses. The only bus routes open in Calamba City are the following: Calamba - Buendia - Taft - Lawton PGH UN LRT (with drop-off at bus stop located in Barangay Paciano Rizal) Cubao - Calamba - College (uPLB) - Sta. Cruz Calamba - Alabang Metropolis (although this can be connected to the Lawton route) The PNR (Philippine National Railways) has one train station in Calamba City that is now defunct. Eventually, some rails of the PNR are topped with asphalt and cement, and many slum areas sprung around the rails. Boats are also rare in the city but it also serves as a major form of transportation in coastal barangays. A new resort built on a nearby island, named Wonder Island Resort, has a boat terminal in Barangay Palingon that takes visitors to this wonderful resort that provides a scenic view of Laguna de Bay.
